In an effort to help out those whose research gets hindered because of lack of access to scientific journals, the Department of Science and Technology (DOST), through the Philippine Council for Industry, Energy and Emerging Technology Research and Development (PCIEERD), is granting the public access to journal articles on Elsevier, one of the leading publishers of thousand of scientific journals all around the world.
