Issuance Of Student Permits Suspended Starting July 1, LTO Declares

The new policy will be in place beginning August 2020.

Issuance of student permits will be temporarily put on hold on July 1, says the Land Transportation Office (LTO). And applicants can expect new and stricter measures in place by August 2020.

ICYMI, on April 6, 2020, the LTO was supposed to implement a new rule wherein student permits would only be granted to applicants who have completed a 15-hour Theoretical Driving Course under the agency or any of its accredited driving schools. 

"This new policy was pursuant to Memorandum Circular No. 2019-2176. A section of the memo reads: 'Student-drivers permit shall only be issued upon completion of a mandatory theoretical driving course to be conducted by LTO or its duly accredited driving schools for at least 15 hours and shall be completed within two years from start of the course,' TopGear.com.ph's Leandre Grecia previously reported.

However, this was postponed due to the COVID-19 pandemic. In fact, during the community quarantine, LTO even allowed applicants to get a student permit through their online portalportal.lto.gov.ph.

In a report by Inquirer.net however, LTO chief Edgar Galvante reportedly announced on Teleradyo that student permit applications will no longer be accepted beginning July 1, and the permits will temporarily stop being issued. "Starting August 3, applicants of student permits must have already undergone a 15-hour theoretical driving course," Krissy Aguilar reports.

The more stringent application process is part of the LTO's initiative to champion road safety and driver competence. In 2019, MMDA reported an all-time high of 121,771 road accidents, so hopefully these stricter measures lead to an effective decrease in incidents.
