How to get a YAY? I don't really know, seriously. I guess it just depends on the other user if he/she is in the mood to give you a YAY.

But, you may go to Anything Goes! and there's a thread there to get a YAY. Unfortunately, many people are sort of "abusing" it already.. And returns to it after a second or two.
