I've been trying to find a tutorial for this but to no luck, though you can try an alternative for this style by actually using a poufy brush to sweep across your locks and use a hair spray to lock it in, then while the hairspray is still wet, add on another layer of glitter to it. Keep doing this process until you achieve a desired result. Have fun glittering your mane!
